All bidders are subject to the following Conditions of Sale. Sephil’s is referred as “auctioneer”.
The auction is conducted in USD.
All modes of payment are acceptable such as Cash, Bank transfer, Card payments using stripe, PayPal and, Western Union.
A Buyer's Premium of 10% shall be charged on the hammer price. If the buyer has subscribed to any of our paid plans prior to placing the bids, no buyers premium will be charged on the lot.
Any charges incurred in receiving payment, credit card charges, PayPal, etc. will be added to the invoice under the heading "Transaction charges".
Any charges levied by Customs of buyer’s country such as import taxes, VAT, GST, etc will be entirely borne by the buyer. If the lot is returned to us for non-payment of taxes by the Customs, the buyer will reimburse Sephil’s of all charges incurred by us. For re-shipment, the buyer will be charged the handling/Shipping charges and service fees.
Delivery is made only against full payment.
Delivery methods vary based on the value of the invoice. Refer to Shipping Policy for details.
Ordinary mails cannot be tracked. Registered mails come with tracking but do not have “signed for” delivery service. If the buyer has paid for FedEx/DHL, it comes with signed for delivery. Orders below $20 can be sent via ordinary mail. Orders below $149 by Registered mails and orders of $150 and higher can only be sent via FedEx/ DHL.
Each bidder must register to participate in our daily auctions. By filling up the form, the bidder undertakes to fulfil all auction conditions. By making a bid, each buyer acknowledges acceptance of these conditions and is bound by them.
The placing of a bid shall constitute acceptance of the foregoing conditions of sale.

Certain items are scanned in described pages. At the time of posting, only the item will be shipped. The pages and other illustrated information will be discarded to reduce shipping charges.
Lots with 15 items or more are considered as collection/ bulk lots. All stamp lots, irrespective of the number of stamps, fall under single lot.
The winning bidder is the buyer of the lot.
Once a bid is placed, cancellation or reduction of the bid is not allowed. Only subscribed members can change their bids, if placed, using the "Auto-bid" service.
Winning bidders must pay fully or at least 25% of their invoice within 7 days of auction closure. If not, the user will not be able to take part in any upcoming auctions. The buyer has 30 days from the date of the first purchase to settle the invoice, else, the sale would be considered cancelled and the buyer will be blocked from participating at any of our auctions. If the auctioneer, in his discretion, should institute any action to secure payment of a delinquent account the defaulting purchaser shall pay all expenses incurred by the auctioneer and such charges will be added to the amount owed.
Under the partial payment system, the buyer has the option to pay 25% of theupdated combined invoice to continue bidding beyond the first 7 days until the next invoice is generated. In this case also, the buyer must settle the balance invoice within 30 days of the first invoice generated. Non-payment would result in cancellation of the order and forfeiture of the any amount paid against that invoice.
Until paid for in full, all lots remain the property of Sephil Collectibles Pte Ltd.
Sephil’s has the rights to block any buyer from participating at the auction without any notice.
The auctioneer has the right to divide, combine, or withdraw lots from the auction without giving any reason. The bidding is entirely regulated by the auctioneer, who reserves the full right to refuse any bid or bidder.
The auctioneer has discretion in resolving disputes or reselling disputed lots in case of non-payment.
Buyers may send lots for certification at their expense and responsibility after payment. Prior permission must be taken by the bidder at least 2 working days before the auction end date. After winning and paying in full for the lot in question, the lot shall be shipped to the buyer, and the buyer may send the lot for certification. The accepted certification bodies are Royal Philatelic Society, London and, British Philatelic Association, UK. The entire process should not take more than 1 year from the date of the auction. If only the item is found to be NOT genuine, the buyer may return the item to the auctioneer in its original state for a full refund. The refund would include the amount received towards the lot in question along with its shipping charge and certificate cost. Lots described as having defects or faults may not be returned because of any faults. No illustrated lots may be returned because of faults, perforations, centerings, margins or other factors visible in the illustrations. Return is not acceptable if the certificate is vague, unclear or, unable to be certified by the authority. Any damaged or altered item shall not be accepted as returned. However, such extension is not possible in any collections or bulk lots that have multiple items or any lot that is already certified.
All lots in the auction are shown by either images, video, pdf and/or complete description. Neither the auctioneer nor the vendor/seller is responsible for any error in the description. Buyers are responsible for assessing the condition/state of their purchase. All statements as to the items being sold are statements of opinion only. The auctioneer reserves the right in forming his opinion or to consult and rely upon any expert or specialist regarded by the auctioneer as reliable.
Sephil’s can bid on behalf of clients, but will not be responsible for any errors in the execution of bidding instructions. The auctioneer shall regulate the bidding and in the event of any dispute, the auctioneer decision shall be final.
Under no circumstances will the subscription payment be refunded.
If the buyer is unhappy with the purchase, the lot can be returned within 7 days of receiving the item. If the item was inaccurately described or damaged during transit, we will cover the return shipping costs. However, if the buyer is returning the lot for any other reason, only the hammer price will be refunded. Once we have received the returned goods in the same condition as sold, the refund process will be initiated within 2-3 working days via the same mode of payment.
The information identified by Sephil’s includes text, data, software, sound, image, video, diagram; what are displayed in its advertisements; and the other information Sephil’s provides. All the previously-mentioned are protected by laws on copyright, trademark, icon, and/or by other laws on property rights. Therefore, users of Sephil’s can only use the information identified by Sephil’s when authorised by Sephil’s and its advertisers, not allowed to duplicate, reproduce, or create anything derived from such information.
Sephil’s is not liable for online transaction failure or the loss of relevant information and record caused by crash or service unavailability of Sephil’s system resulted from force majeure or other factors Sephil’s cannot control.
In consideration of your use of the Web Site, you agree to: (a) provide true, accurate, current and complete information about yourself as prompted by any registration form that you may fill out on any Web Site (such information being the "Registration Data") and (b) maintain and promptly update the Registration Data to keep it true, accurate, current and complete. If you provide any Registration Data that is untrue, inaccurate, not current or incomplete, or the auctioneer has grounds to suspect that such Registration Data is untrue, inaccurate, not current or incomplete, the auctioneer has the right to suspend or terminate your account and refuse any and all current or future use of the Web Site (or any portion thereof). You may receive a password and/or account designation, or a digital signature upon completing the registration process on the auctioneer Web Site. You are responsible for maintaining the confidentiality of any such password, digital signature and account, and are fully responsible for all activities that occur under your password, digital signature or account. You agree to (a) immediately notify the auctioneer of any unauthorised use of your password, digital signature or account or any other breach of security, and (b) ensure that you exit from your account at the end of each session. Sephil’s cannot and will not be liable for any loss or damage arising from your failure to comply with this paragraph.
Sephil’s makes no claim that the Materials are appropriate for any particular purpose or audience. Access to the Materials (including Software) may not be legal by certain persons or in certain countries. If you access the Web Site from outside of Singapore, you are responsible for compliance with the laws of your jurisdiction.
Courts of Singapore shall have exclusive jurisdiction in all matters pertaining to this Auction in case of any dispute.
